Can I add a keyboard shortcut for the Select and Drag tool's 'Move Entities' editbar option?

Yes, the Move Entities tool option can be assigned a shortcut as with many other Impact tools and tool options. The Move Entities command / assignment can be found within the Selection Tools category in a node below the and SelectDrag tool item, as per the below screenshot.
