Yes:
- Click Options > Environment.
- Expand the Environment branch.
- Click the 'General Tools' option.
- Look for the 'Default Tool' option - click the drop-down list and choose your new default tool.
- Once you have selected a tool and clicked OK, you'll need to cancel the current tool before your changes will take place.
