Make Impact Large Address Aware

Make Impact Large Address Aware (LAA) the default, offering 4GB of available memory


For the 2019 release Impact had been updated to allow up to 4GB of memory, even though it currently remains as a 32-bit application. 2019 R2 now makes this the default option, with a legacy option to disable this if needed.
