This tool allows you to create a new block from existing entities.
Normally blocks are created from selected entities, so before activating the tool, select the entities to be add to the block.
Activating the tool causes the New Block form to appear.
When the form is closed a new block, containing the specified geometry, is created and a single block insertion of that block is also added at the specified point within the current block.
